Carol Ann Jenifer's Obituary
Carol A. Jenifer, a devoted mother, accomplished public servant, and respected leader in the U.S. Immigration and Naturalization Service, passed away peacefully surrounded by loved ones in Washington, D.C. at the age of 74.
Born on May 07, 1950 in Washington, D.C., Carol lived a life marked by dedication, courage, and deep compassion. Over the course of a distinguished federal career spanning decades, she began her career as a Police Officer with the D.C. Metropolitan Police Department. She continued as an Officer for the Detention and Deportation Branch and rose to serve as the Deputy Director and later making history as the District Director of Immigration in Detroit, Michigan— an all encompassing role in which she oversaw immigration operations, policy implementation, and led with fairness, integrity, and a deep respect for those she served.
Carol was more than her career. She was a woman of strength, warmth, and unwavering love for her family. She brought people together with her love of art, her wit, wisdom, and grace. To her children, she was a steady and loving guide. To her friends and colleagues, she was a source of strength, laughter, and tireless advocacy.
She is survived by her children Kla C Walker and Eboni D Hall, grandchildren Jason Xavier Riley and Cynthia Samara Riley, siblings Candice Lee Spearman Ingram, Michael Jenifer, Francis Cooper, Shella Cooper, Bradford Cooper, and Garrett Cooper, her close cousin and friend Arnetta Mckenzie, close friends Mary Blount and Fred Fallins, several nephews and nieces, Nina Wilbur, Felicia Spearman, Marc Walker, Latoria Jenifer-Sy, James Jenifer, Tyrone Gray, and many other loved ones. She was preceded in death by her sisters Cynthia I Jenifer and Cecelia Jenifer, LaShann Cooper, and her parents Edna M Mckenzie and Joseph F Jenifer.
Her legacy lives on in the lives she touched and the example she set for her family, her community, and those who continue the work she dedicated her life to.
